GMPTE's Bus / Rail Directorate have a newly formed Bus Performance Department. This is a new team that is being put together to focus on the performance of buses in Greater Manchester and to manage the relationships and contracts with Bus Operators. .
Buses carry just over 80% of public transport trips being made in Greater Manchester. Around 80% of the scheduled bus mileage is operated commercially by the bus operators, whilst GMPTE subsidise the remaining 20%. Their customers consistently cite bus performance, reliable and on-time services, as being the number one priority for them. To meet their customer’s key requirements, GMPTE is refocusing its efforts in relation to managing and influencing bus performance across the network and this will be delivered through working in partnership with bus operators and the 10 Local Authorities.
Subsequently GMPTE are recruiting for a number of substantive posts within this new department to help drive their new focus. GMPTE are looking for enthusiastic and dedicated individuals to join and help shape this key team. The Assistant Traffic Manager works with and supports the Traffic Manager to act as the key interface between GMPTE internal departments and local authority Traffic Managers. The main responsibility of the assistant traffic manager is to maintain and protect the interests of bus operation and passengers on strategic and localised traffic management matters.
Main responsibilities;
- Report and liaison with District Traffic Managers/District Engineers regarding Bus Performance & Congestion on the Highway network. - Works in co-ordination with the Traffic Manager to undertake the review of Legal Traffic Regulation Orders, informal consultation and District liaison relating to traffic and highway matters. - Provide traffic engineering advice to GMPTE internal departments on highway related matters as necessary to support GMPTE business priorities. - Safeguard operation of buses within town centres. - Maintain the GMPTE internal road works database to allow monitoring of the impact on bus performance. - Address operational issues as and when required should matters escalate to a level that impacts unduly on performance. - Maintain and report on the Accessible Bus Stop KPI. - Adoption of technical best practice to aid improved bus/highway performance and quality of public transport services. - Maintained and enforced infrastructure achieved through working with District Highway Authorities

Essential Experience;
- Demonstrable experience and working knowledge of Traffic Management & Engineering. - Robust working knowledge and understanding of Traffic Management Act 2004 in terms of content and local highway authority obligations. - Robust working knowledge of Technical Standards including Traffic Signs Regulations and General Directions 2002, Traffic Signs Manual and the Design Manual for Roads and Bridges. - Sound working knowledge of local highway authority traffic management processes and procedures for the development and delivery of traffic schemes. - Demonstrable working knowledge of bus priority measures / bus infrastructure. - Project management experience with the ability to be able to prioritise workloads and deliver within challenging time and budget constraints. - Experience of processing large quantities of information in an accurate manner, being able to co-ordinate information and have a keen eye for detail. - Advanced written communication skills with the ability to draft project briefs, technical and management reports. - Advanced oral communication skills with the ability to relay complex ideas and project briefings to a wide range of audiences, both internal, external and public meetings. - Experience of proactively managing potential problems and devising strategies to overcome obstacles for delivery. - Ability to negotiate and work in partnership with key stakeholders to achieve desired outcomes of GMPTE/GMITA and build strong, positive relationships with stakeholders. Essential Qualifications – Technical, Vocational or educational:
- Educated to degree level in an appropriate civil engineering and/or traffic engineering / transportation planning qualification or equivalent
