Permanent position working as a Buyer, Central Southampton, £25,000 - £28,000 per annum + CIPS Study Support

Your new company
A privately owned organisation operating within the public sector, this organisation is seeking a buyer to join their sub £100K procurement contracts team. Based Centrally to Southampton they have easy access via public transport links and are able to move with this position as soon as the perfect candidate presents themself.

Your new role
As a buyer you will be responsible for Spend Management, Spot Buying and all Quotation activities across all addressable spend. You will be supported by Procurement Category teams who will provide training and development in public contract regulations and above EU threshold procurement activities.

Core Responsibilities include:
  • Proactively review data and identify opportunity to aggregate requirements and recommend opportunities for cost avoidance;
  • Manage and execute the end-to-end tactical buying process for general, low to mid value spend categories across all addressable spend;
  • Attend client meetings as required to discuss and understand client requirements and specifications to identify and deliver optimal tactical buying outcomes;
  • Receiving and processing/placing and/or expediting (where appropriate) Requisition Orders through a variety of workflow tools following client specific policy and process;
  • Support sourcing managers by providing client insight in areas such as savings opportunities, spend aggregation and increase the development and use of catalogues;
  • Act as lead on a specific project or element of the spend management process, and provide support, guidance and mentoring to clients unfamiliar with the Sub £100k buying process;
  • Support team members with issues and identification of potential solutions including work sharing, peer checking and reporting etc;
  • Identify and deliver savings targets against client contractual agreements and personal objectives;
  • Undertaking the end to end management of quotation activities including market research, supply options appraisal, to identify opportunities to reduce costs and drive process efficiencies;
  • Utilisation of eRfX tools and execution of standardised tactical buying tools and techniques;
  • Provide client specific advice on relevant legislation and ensure adherence to client specific policies and processes (i.e. contract procedure rules, OJEU);
  • Accountable for delivering compliant tendering processes including advertising opportunities, publishing internal client-created tender documents (SQ/ITT etc.), managing the tender/bid clarification & evaluation process, managing the contract award process;
  • An understanding of the use of pre-established Frameworks available for Local Government to access and procure in a compliant manner advantageous but training will be provided;
  • Identify, manage and mitigate any risks associated with procurement project delivery;
  • Identify support requirements and co-ordinate with the Operations Procurement Team to ensure compliance and savings are delivered by the sub £100k team;
  • Provide client specific advice on relevant legislation and ensure adherence to client specific policies and processes (i.e. Contract Procedure Rules, OJEU, Public Contract Regulations 2015);
  • Recording and reporting of all activity in accordance with client specific requirements including savings delivered;
  • Support and contribute to the spend and purchase order compliance and post bid analysis reports;
  • Contribute ideas and suggestions on service improvements within the Sub £100k category area as well as the wider Procurement Operations function.

What you'll need to succeed
  • 2-3 year’s minimum experience of working in a similar role
  • Proven track record in delivering savings initiatives via procurement processes
  • Excellent data input and accuracy skills
  • Proficient in Word, Excel and Outlook
  • A working knowledge of ERP and eRfX systems
  • A working knowledge, and understanding, of Public Contracts Regulations (OJEU) legislation desirable
  • Studying, or a desire to attain CIPS accreditation
