Works Category Lead needed for new role with Exeter City Council

Your new role

To be responsible for the development, management and control of the Council’s procurement and commissioning of works contracts across the Council. Your duties include (but are not limited to):
  • Provide expert procurement advice across the council
  • Proactively keep abreast of changes in procurement legislation and provide senior Council Stakeholders with updates
  • Develop business cases that identify, analyse and make recommendations on the most appropriate route to market for major procurements.
  • Develop and implement improvements and changes to the procurement function or procurement processes
  • advise and support officers carrying out procurement and contract management throughout the Council
  • Ensure that procurements are undertaken in accordance with the Councils standing orders, legislation and EU regulations
  • Actively manage and control category spend in collaboration with lead stakeholders for each category

What you'll need to succeed

To be chosen for the role you must posses the following experience/qualifications:
  • MCIPS or equivalent
  • Experience of leading complex procurement projects, with a proven track record in contract management, particularly in relation to hard FM and works.
  • Experience with JCT/NEC3 contracts
  • Experience in compiling and issuing tenders, contract placement, contract evaluation and scoring and proactive contract management
  • Good working knowledge of OJEU regulations and other relevant UK legislation
  • Highly developed communication skills to build and maintain partnerships with internal stakeholders and external organisations,
