An exciting opportunity has arisen in the Commissioning and Supplier Relationship Management (CSRM) team for a Contract Manager. The role plays a key role in ensuring the cost effective provisioning of ICT services.

Reporting to the Commercial Manager, they are responsible for: negotiating contracts; supporting the Commercial Manager with higher risk negotiations (primarily focusing on Terms of contract that would want to include or exclude); drafting contracts (utilising legal assistance where appropriate); as well as reviewing and amending supplier contracts. An integral part of this role is to ensure that the ICT contracts enter into are suitable to the service being provided and do not pose an unacceptable risk to the council. The Contract Manager will also support the Supplier Relationship Managers in ensuring contract compliance and understanding of contract obligations (client and supplier).

Responsibilities

• Management of all ICT contractual agreements, bringing in Legal expertise when appropriate.

• Work with Finance and Legal departments to ensure understanding of the economic and legal impact of terms and conditions.

• Maintain a standard set of competitive terms and conditions with the assistance of the legal department.

• Serve as an authority for internal ICT customers on contractual matters.

• Develop the wider Commissioning & Supplier Relationship Management (CSRM) team in Contract Management practices and procedures.

• Maintain contractual records and documentation such as receipt and control of all contract correspondence, contractual changes, addendums and other contract related documents.

• Contribute to the Contracts and Procurement Review Board and lead the appropriate supporting groups.

• Ensure contract close-out, extension or renewal is carried out as appropriate in a timely manner, including the ICT Commissioning Commercial Manager where appropriate.

• Ensure appropriate support for Projects and Programmes to ensure contracts are delivered with appropriate, competitive terms and conditions.

• Seek efficiencies and VFM opportunities in existing and new contracts.

• Monitor and capture supplier satisfaction with our terms and conditions and contracting practices. Recommend changes.

Essential Knowledge & Experience

• Experience and working knowledge of contract law.

• Contract Management experience.

• Demonstrable experience of managing contracts within a complex multi-vendor environment.

• Principles and methods of risk assessment and management.

• Experience of ensuring effective contractual risk management arrangements and controls are in place and actively used.

• Can evidence examples of where they have accurately identified, assessed and prioritised risks, and developed mitigating actions to reduce exposure to risks to an acceptable level.

• Knowledge and understanding of the financial and legal regulations that apply to procurement in the Public sector.

• Demonstrates experience of managing conflicts and resolutions arising from unforeseen problems.

• Demonstrates good people skills including client-facing, consultancy, influencing and negotiation skills.
