This role will specifically be looking at the IT contracts in place with an alliance the client has in place. Primarily we are looking for someone to work with the alliance partners to drive contract efficiencies within the frameworks.

The successful candidate will be part of the alliance teams, jointly developing and implementing business and process improvement initiatives and improving contract performance and outcomes for all partners as well as supporting the delivery of excellent customer service.

Key purpose of job:
• To drive contract efficiencies within the IS Delivery Alliance
• To lead development of, and focus on, KPIs for Frameworks for performance assessment
• Support the implementation of business improvement initiatives to improve contract performance and customer service.
• Own the cost management services functions for EWM & EIM including financial closure.
• To ensure the IS Delivery Alliance team understands and correctly applies the contract and commercial terms.
• To lead, provide input and guidance to the Commercial Managers Meetings
• Ensure adherence to commercial terms
• To provide guidance on contracting outside framework and support in resolution of contract issues.

Key accountability:
• Lead for multi-vendor Commercial Management governance controls (including formal reporting and meetings)
• Ensure that the Business Plan for each framework is developed, refreshed and acted on, providing specialist input to the board during development cycles and ownership for development and on-going reporting of KPIs to board.
• Assess and control all Programme Service Orders (PSOs) created, identifying and resolving any legal or procedural conflicts and ensuring alignment to Cost Breakdown Structure (CBS) as defined contractually.
• Own the cost management services functions for EWM & EIM including financial closure, engaging with partners organisations to ensure this is auditable.
• Guide and direct the Framework, Cost and Assurance Analyst to optimise assurance processes and provide regular feedback to the Leadership Teams on assurance and performance.
• Provide Commercial evaluation of Change Requests and advise the IS Director on whether to accept, including evaluation of on any impact on Target Costing.
• Ensure contractual compliance with legal obligations.
• Input to supplier selection process (incl. RFIs & RFPs) where appropriate.
• Set up and manage systems with the assistance of the Framework, Cost and Assurance Analyst to provide governance, financial and reporting of live contracts.

Qualifications/Experience:
• Able to work collaboratively;
• Knowledge of contract law and practical applications including dispute resolution;
• 3 years experience in contract negotiations and drawing up contractual documents;
• Professional credibility with Senior Managers and with the ability to work with and constructively challenge at all levels of programme delivery;
• Ability to contextualise data and identify commercial opportunities;
• Good communication (both written & verbal), negotiation, influencing and analytical skills, combined with high levels of objectivity and professionalism;
• Proven experience of business process development and improvement;
• Proficient in the use of Microsoft Office applications in particular Word and Powerpoint.
