Public Services Organisation Bournemouth seek IT Procurement Manager/Senior Buyer £200 - £225 P/D

A Public Services organisation in Bournemouth has a lovely opportunity for a Senior Buyer/IT Procurement Manager to join their team for an initial interim period of 9 months. The existing team all get on extremely well and they are therefore looking for an individual who is able to slot in and be able to roll with the day to day challenges of stakeholders, ever-changing business environment and complex Procurement Projects.

You will be responsible for managing complex tenders, framework agreements and contracts in line with public sector regulations. You will ensure value for money, mitigation of risk and effective use of resources in accordance with the organisations procurement policy for goods, services and works projects.

You will need good people management and project management experience, have worked in line with OJEU and have utilised an E-tendering system (Intend would be an advantage).
You need to be able to work autonomously as well as in a team and possess initiative and a good level of common sense.

Main Responsibilities:
  • To provide professional procurement support (under the guidance of the IT Procurement Category Manager) to Directors of Professional Services / stakeholders across the business & professional directorates on large scale complex procurement projects to meet stringent deadlines and value outcomes, manage the tendering risk and supplier award processes to ensure supplier challenges are avoided.
  • Utilising supplier management tactics to optimise/achieve exceptional value and service out-comes
  • To be responsible for the planning and management of procurement exercises in accordance with relevant legislation and Financial Regulations from specification through to contract closure (under the guidance of the IT Procurement Category Manager).
  • To lead and manage cross-functional project teams in the detailed analytical evaluations of tender responses in collaboration with lead expert users to ensure that fully robust and auditable contract award and contract decline procedures can be implemented where the risk of damaging challenges are avoided (under the guidance of the IT Procurement Category Manager).
  • Working in conjunction with, the organisations external advisors and the internal Legal Services team to advise the Head of Procurement and relevant Project Boards on appropriate forms of contract for major procurements and to manage the tendering procedures (under the guidance of the IT Procurement Category Manager)
  • To be responsible for ensuring the appropriate execution of contracts liaising closely with the Legal Services team and external advisors (under the guidance of the IT Procurement Category Manager)
  • To provide management information, including comprehensive value for money efficiencies to the organisation, and other bodies as requested (under the guidance of the IT Procurement Category Manager)
  • To undertake specific projects as requested by the Head of Procurement or the IT Procurement Category Manager and or Head of Procurement
