This is an exciting time within procurement at Specsavers under the leadership of a visionary and innovative Director of Group Procurement. You will be joining at the early stages of the transformational journey, and, in your capacity, will have a voice and real influence in the shape of the future of procurement within Specsavers.  

In line with Specsavers’ strong retail, service ethos and entrepreneurial culture, we are moving away from a traditional procurement model, focusing on tactical purchasing and buying to a proactive and strategic model. 
As a result of this exciting journey, we are looking for commercially-minded and forward-thinking procurement professionals.

As Procurement Development Manager, you will have an international remit to ensure all necessary procurement infrastructure requirements are in place and maintained to deliver enhanced procurement capability. This will drive consistency and leverage the scale of GNFR Procurement across the Specsavers business. 
You will be influencing key stakeholders within the procurement team and internationally across the organisation to enable a collaborative way of improving processes, including designing and delivering the tools and guidelines to improve our analytics and insights which will help us make better buying decisions.

Key responsibilities

GNFR Procurement Operations

  • Support the Head of Procurement Services establish an efficient and effective Procurement operations solution.
  • Provide thought leadership on procurement operations for GNFR to include policy, process and technologies.
  • Creating best practice procurement techniques to deliver operations that are efficient, controlled and scalable globally.  Determine the optimum way to deploy within the Specsavers business.
  • Working with ‘enabling’ business functions to define policy and set a governance framework including data quality standards.  Ensure key metrics are established, monitored and measured.
  • Influence the broader organisation and key stakeholders of procurement, enabling collaborative working to improve overall performance of Specsavers processes. This will take place across all territories and include the procurement team, business leaders, all support functions, partners and suppliers.
  • Develop and nurture effective and balanced relationships with key stakeholders, seen as a trusted advisor to enable proactive procurement activity for the organisation, support the agility for our business and protect our brand.
  • Drive the seamless integration of procurement procedures into Group Procurement category and contract strategies
  • Design and deliver tools and guidelines to improve access to procurement processes, analytics and insight across Procurement  and the wider business.
  • Increase best practice procurement coverage and compliance through the broad adoption of governance, processes and tools across the Group.
  • Proactively seek new opportunities to add value, through a deep understanding of procurement practices, economic, market and technology trends, and challenge and influence Group Procurement colleagues to drive this value through category strategies.
  • Responsible for management of relevant 3rd party providers, ensuring suppliers meet performance levels and continue to develop service utilising best practice.
  • Develop and manage the Sourcing Responsibly Programme to:
  • Deliver sustainable value through GNFR suppliers;
  • Drive supplier compliance to Group policies
  • Manage supplier risk (including reputational, sustainability, corporate and social responsibility, health & safety, anti-corruption & bribery).

Cost Efficiency Programme

  • Support the Head of Procurement Services develop and lead the GNFR cost efficiency programme environment by creating and leading an efficiency programme environment that is robust, simple and effective for our stakeholders
  • Work with the procurement Finance Business Partner to develop and deliver insightful management information to drive decisions and ensure compliance

Procurement Development

  • Support the Head of Procurement Services:
  • Identify Procurement best practice and new ways of working to deliver continued high performance for the business. Influencing early adoption to enhance overall performance of individuals, the Procurement team, business function and other key stakeholders.
  • Build an immediate-term, medium-term and long-term roadmap to enable Procurement capability internationally
  • Enable and influence Group Procurement colleagues to develop robust category strategies through the provision of proactive, timely and accurate analysis of GNFR spend across more than 6,000 suppliers in over 300 category areas.
  • Create and deploy an agile sourcing methodology and a contract management/supplier management framework which enables best value throughout the supplier lifecycle.
  • Lead the Procurement technology roadmap to ensure we have solutions to meet both current and future needs.  Lead the implementation of key technologies as applicable
  • Identify and deliver improvements at either an international or territory level as required in order to optimise people capability, processes and/or technology to deliver efficient and effective GNFR Procurement.

Procurement Insights

  • Support the Head of Procurement Services to :-
  • Develop and deliver a procurement analytics and insight strategy across Group Procurement.
  • Develop and deliver procurement procedures, processes and  tools across Specsavers
  • Create a leading market insights capability to enhance performance and decision making  and enable Procurement to derive best value and mitigate potential risks
  • Create the capability to produce and analyse process metrics in order to identify an ongoing pipeline of projects to continually improve the performance of the procurement operations and benchmark performance externally
  • Cultivate best practice and seamless procurement analytics across global procurement teams, using technical knowledge applied to meet local needs .
  • Performance reporting, to ensure key stakeholders receive timely and accurate Management Information.
  • Drive accuracy, quality and insight into Group Procurement performance reporting across Operational Procurement, Procurement Development and Category Teams.
  • Responsible for management of 3rd party analytic, data and system providers, ensuring suppliers meet performance levels and continue to develop service utilising best practice
  • Develop market and supply-base insight through rigorous and insightful analysis of economic, market and technology trends across the UK and Europe that is a key enabler in the development of category strategies.
  • Develop and deliver insightful management information in partnership with the GNFR Procurement Analyst, to demonstrate governance and compliance.

Procurement Change:

  • Support the Head of Procurement Services to engage with the Category/Regional Procurement teams plus wider business stakeholders to embed relevant policies, procedures and technologies.
  • Ensure ongoing development of capability within the Category/Regional Procurement teams plus wider business stakeholders.
  • Develop the professional competency and technical capability of the category buyers and managers to maximise individuals impact and positive contribution to procurement sourcing and category management

Skills, Experience and Qualifications

Essential skills

  • Experience of using a major ERP system – Oracle is preferable.
  • Experience in setting up procurement infrastructure including policies, procedures and technology in a large scale multinational environment.
  • Subject matter expert and demonstrates deep understanding of the value of procurement
  • Networks internally and externally to acquire and implement great ideas.
  • Stakeholder focus – strives to exceed expectation, enable stakeholder to understand and leverage the full value of procurement. 
  • Delivers results with pace and removes complexity.
  • Ability to engage and clearly articulate direction, plans and opportunities to a broad range of stakeholders.
  • Able to impact and influence category, contract and sourcing strategies.
  • Operated in a relatively autonomous management / leadership role
  • Project Management expertise
  • Process Ownership / Improvement experience
  • Experience of influencing and delivering continuous improvement in a procurement environment
  • Delivers results with pace and removes complexity.
  • Ability to engage and clearly articulate direction, plans and opportunities to a broad range of stakeholders.
  • Degree qualified or equivalent.
