Procurement Manager (FM, Estates & Construction)

Our client is a leading Public Sector organisation based near Dartford is seeking a Procurement Manager. For ten years running my client have been included in the Great Place to Work index and are currently placed 23rd.

The ideal candidate will be MCIPS qualified with demonstrable category management experience of large value contracts. A successful track record of managing a portfolio of categories and delivering outstanding value, together with well-developed interpersonal and communication skills are all essential for this role. Some private sector and IT procurement experience is also preferred.

Key to the role
  • You will Analyse group wide spend and contribute to a procurement strategy to ensure value for money.
  • Provide an innovative approach to supply chain management including research and development of new approaches to procurement.
  • Procure contracts ensuring compliance with relevant legislation, responsible for the day to day planning of procurement projects.
  • Manage, and develop the Trusts approved list of suppliers and contractors in line with the Procurement Strategy.
  • The post holder will be responsible for the development and implementation of category strategies for their portfolio in line with business requirements that optimise both value and service delivery.
  • The post holder will also have 4 direct reports and must be comfortable in a mentoring management role
  • Deliver an effective procurement process that is both robust and legally compliant.
  • Provide a well-documented and clear audit trail for all procurement activity.
  • Ensure regulatory and governance compliance.
  • In particular comply with the legal requirements regarding publicly funded procurement and the approved process via the Official Journal of the European Union (OJEU).

To be considered for this excellent opportunity you must have the following experience:
  • 5+ years of Procurement experience
  • Experience with working in a Category /Portfolio lead procurement function
  • Experience within FM, Construction, Property or Estates Category
  • Experience working in a Strategic methodology
  • Demonstrable previous leadership experience (not necessarily with direct reports)
  • Demonstrable previous experience in implementing change or developing new processes
  • Public sector regulations knowledge and full OJEU tendering experience

In addition to these, the following desired traits would also work to your favour:

- MCIPS Qualified or Degree educated

- Experience working within Housing (within a Local Authority or Housing Association etc)

- Experience across a range of public sector organisations (i.e. not pedigree experience with only one type of organisation)

- IT Procurement experience is preferred
