Procurement Officer required for a Southampton based client

The Procurement Officer (ideally CIPS) will be working in a dynamic, fast passed professional institution and will support the Senior Procurement officers & category managers within the team, ensuring the procurement department delivers an effective and efficient procurement service. This involves implementing the procurement policy and managing key contracts and framework agreements across the organisation.

As Procurement Officer (CIPS) role and responsibility
  • Undertake the day-to-day operational and technical aspects of tenders (both OJEU and institutional), quotations, mini competitions, recommendation on contract awards, post contract award activity and management of contracts of wide variety of scales and complexity, ensure compliance with both University Financial Regulations and European Procurement objectives, regulations and policies and under the direction of a senior procurement professional
  • Carry out research on markets, supply chains and sector/national procurement best practice. Compiling, collating, analysing and assisting in presenting data in a usable format, to inform day to day procurement approaches and to make recommendations to senior management or to enable senior management to make informed procurement decisions.
  • Liaise with suppliers, customers and partners to manage day to day operational and technical procurement matters and issues, managing corporate contracts and requisition and telephone requests, ? referring more complex issues to senior staff as required. Ensure increased benefits/value for money in terms of both cost and performance.

Qualifications & experience:
  • Relevant work experience in a Procurement Department.
  • Knowledge of contract law and European Union public procurement regulations to ensure appropriate advice to customers and to achieve compliant and legal procurement arrangements.
  • The post holder should be well organised and self-motivated.? Must be able to demonstrate ability to plan and prioritise own workload in order to meet objectives
