Procurement Officer, six-month contract

Power To Change is seeking an enthusiastic individual with public sector / third sector procurement experience to join their small Finance & Operations Team on a six month contract. Working with and assisting the Procurement Manager, with responsibility for ensuring the procurement and contracting for grants and services is undertaken in accordance with trust policies and procedures.

The successful candidate will be an integral part of the Finance & Operations Team supporting colleagues working across a range of programmes and procured services and activity, maintaining a database of contractual commitments, advising on and drafting contracts and grant agreements, and providing advice, support and guidance on matters relating to procurement, performance of service providers, compliance & due diligence.

Role Purpose:

Compliance

  • Working with the Procurement Manager to ensure the Trust adheres to its obligations and policies in respect of the procurement of all grants and services
  • Supporting the Procurement Manager and Programme Managers to ensure Delivery Partner compliance with contractual terms and conditions
  • Reviewing spend and ensuring appropriate contracts are in place

Procurement of Services and Contract Management

  • Supporting colleagues on the procurement of services and contract performance management, ensuring appropriate due diligence is carried out before contracts are entered into and that services are monitored and delivered to a high standard
  • Supporting colleagues working across a range of programmes and procured services and activity, providing advice, support and guidance on matters relating to procurement, performance of service providers, compliance & due diligence. Liaising with lawyers, procurement professionals and other professional bodies where appropriate
  • Develop processes to support performance tracking and performance management of delivery partners
  • To provide administrative support to the Procurement Manager in the creation of all procurement documentation
  • Co-ordinating and recording approved activity and expenditure on legal advice & guidance
  • Publishing tender opportunities (including via OJEU) via website

Contract Database

  • Updating and maintaining contract database and filing of signed contracts
  • Tracking and highlighting when contracts are to be reviewed or services to be retendered
  • Working with CRM Manager to use CRM system as central point for all contracts and contract information

Benchmarking

  • Supporting the Procurement Manager and teams across PTC with external information to support benchmarking and evaluation of Partners and Providers
