Job description 

You will play an active role in delivering Defra’s priorities, working creatively and collaboratively with others to deliver excellent outcomes. This role will provide significant opportunities to develop your own skills and future career. 

The work you will be doing 

A Contract Manager is required to support the Supplier Relations and Contract Management Support team to ensure best practice commercial skills are applied across the Commercial Function in order to deliver value for money, strategic management of suppliers and stakeholders, both internal and external. Furthermore, this role will be required to support the Department’s requirements in terms of EU Exit, including but not limited to engagement with the supply chain and development of commercial arrangements, in particular contract management arrangements to support contracts which are put in place. This role requires a proven track record of setting high standards and delivering results in a complex and demanding environment. 

As a Contract Manager, specific duties will include: 

Supplier Relationship Management 

•Provide specialist advice to customers on supplier relationship management and contract management; 
•Establish, support and monitor relationships with strategic suppliers, ensuring that all requirements set out in contractual agreements are delivered; 
•Support the commercial and contractual interaction with suppliers, including engagement with key markets and suppliers, particularly in relation to EU Exit related projects. 

Stakeholder Engagement 

•Support the Senior Management Team in commercial leadership across the Defra Network through key initiatives ensuring delivery of savings and achievement of commercial outcomes; 
•Support the management of key relationships and engagement with all stakeholders who are party to the contracts of strategic suppliers; 
•Work collaboratively with EU Exit project teams to establish their requirements and provide support to project teams on strategic contract negotiations with supply partners; 
•Support the management of relationships with internal and external category stakeholders and wider government; 

Contract Management 

•Support customers in the preparation of contract management documentation ; 
•Support and deliver contractual changes; 
•Support contractual novations; 
•Review and interpret changes in law and consider how these impact contractual terms and conditions; 
•Support and manage change; support the Commercial Function through the implications of EU Exit on the Function and wider Department. 

Performance Management 

•Development of a detailed knowledge of the obligations within strategic contracts, maintaining knowledge of the levers, performance standards, KPIs and CPIs etc. contained within the contractual documentation. 
•Support the development of savings opportunities and benchmarking of industry standards and practices to identify quick win opportunities; 

Risk Management 

•Provide guidance as to best practice to customers in order to encourage risk based decision making and support the implementation of environmental outcomes; 
•Undertake contract assurance activities, particularly in relation to the Facilities Management contract; 

Person Specification: 
MCIPS, IACCM or a relevant contract management qualification is desirable and essential to the role. Candidates will not solely be sifted out if they do not hold MCIPS or another relevant qualification during recruitment. 

Candidates will be expected to demonstrate expertise through work experience, including experience of contract management (in particular contract change and contract assurance); successful stakeholder engagement and measurement and management of performance. 

Either a finance or commercial background, or operational contract experience (particularly Estates) is desirable, but not essential. 

The ability to understand and review contract Terms and Conditions is an essential element of this role.
