The Reproductive Health Supplies Coalition (RHSC) is a global partnership of more than 400 public, private, and non-governmental organizations dedicated to ensuring that all people in low- and middle-income countries can choose, obtain, and use affordable, high-quality supplies and related services to ensure their better reproductive health. Our Brussels-based Secretariat is staffed and managed by PATH, an international, nonprofit organization that helps communities around the world break longstanding cycles of poor health. The Secretariat also includes staff based at PATH’s offices in Washington, DC, Lima and Senegal.

Given RHSC’s proven track record in terms of developing diagnostic tools to provide and use quality RH data, the global community has asked the RHSC to host and manage implementation of a supply chain control tower known as the Global Family Planning Visibility & Analytics Network (GVAN).  The GVAN will bring together people, processes, policy and technology to support cost-effective delivery of RH commodities to countries where and when they are needed.  It includes provisions for central governance of a collaborative network of supply chain professionals; a virtual technology platform where supply chain professionals can see the same data and execute supply decisions; agreements for global data sharing and governance; and expanded coordination of supply and demand planning processes.

PATH, on behalf of the Coalition Secretariat, is seeking a Supply Chain Technology and Data Specialist to support the GVAN initiative, funded by the Bill & Melinda Gates Foundation, DFID, USAID, UNFPA and other partners.  The Supply Chain Data & Technology Specialist (Global VAN) will lead those elements of the GVAN initiative relating to information technology, system configuration and master data management.  The candidate will also design training programs for GVAN users and support data analyses.  Reporting directly to the Director, Supply Chain Optimization (Global VAN), s/he will work closely with the GVAN Steering Committee, selected IT vendor and other GVAN implementing partners.

This position will involve travel.  Recruitment, hiring and employment duration for this position is contingent upon donor funding.

Key responsibilities:
Lead the configuration and ongoing maintenance of the GVAN technology system

  • Together with the IT vendor and stakeholders, develop the configuration and roll-out plans in accordance with IT and business requirements
  • Manage relationship with the IT vendor
  • Ensure accuracy of platform configuration and its compliance with IT and business requirements
  • Facilitate process improvement efforts including process mapping and requirements documentation
  • Analyze, develop and implement configuration changes to improve system performance
  • Assist in aligning GVAN technology and process objectives with other investments and initiatives by drawing parallels and linkages, as required

Design and implement data governance and master data management processes

  • Design master data management policies and procedures
  • Implement business and master data management processes, policies and procedures
  • Lead the adoption and integration of GS1 Standards and Attributes
  • Ensure maintenance of accurate systems of record and documentation
  • Work with IT vendor and others to ensure due diligence with respect to system integration input, testing and data acquisition

Establish training programs for GVAN network users

  • Design training curriculum for use of IT platform and supply chain decision-making
  • Conduct in-country trainings for GVAN users, in collaboration with other GVAN Management Unit and IT vendor staff

Support day-to-day program management, especially related to system configuration, data management and analysis

  • Ensure timely, accurate and efficient data processing and reporting
  • Routinely monitor and analyze data for decisions regarding system performance and processes
  • Support workplan tracking and reporting on expected deliverables
  • Provide backstop support to the GVAN Steering Committee, the System Strengthening Working Group, and existing multi-organization coordinated supply management groups (CARhs and CSP)
  • Organize and lead special projects as assigned

Required skills and experience:

  • 5+ years of experience in supply chain operations and analytics; and supply chain data systems or similar system technology implementation; with project management experience. A plus if in healthcare
  • Degree or work experience equivalent in supply chain management, data analytics, business, operations, information technology, or related analytic field required
  • 5+ years of experience in a professional setting using analytical tools such as Excel, querying relational databases such as Access/MySQL, Tableau, R, Llamasoft Supply Chain Guru, etc.
  • Demonstrated experience with supply chain analytics (ex: balanced scorecard creation, forecasting, supply planning, etc.)
  • Experience working with related supply chain solutions such as, enterprise resource planning (ERP), enterprise content management (ECM), distributed order management (DOM), inventory optimization (IO) or related supply chain systems
  • Master data management experience required. Supply chain control tower implementation experience preferred but not required
  • Proficient in MS Office suite, with strong Microsoft Excel skills
  • Good analytical and problem solving skills with the ability to understand data integration points and process workflows from an end-to-end perspective and from a back-end or front-end perspective
  • A team player with attention to detail and strong interpersonal skills
  • Excellent oral and written communication ability; able to communicate and document complex processes in a clear and concise manner
