Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK's defence policy.
The NCHQ supports all the Royal Navy's activities from front-line operations to personnel support and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil Servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in different disciplines, from finance; legal services; personnel and HR; project planning and managing contracts, to media and communications.
Navy Commercial has a diverse portfolio of requirements to support the Royal Navy, with over £3bn of procurement activity including two major £1bn acquisition programmes. The portfolio is expanding with greater technical requirements, innovation and R&D, Development of Artificial Intelligence software, Autonomous Under Water vehicles, Virtual Reality systems to support training, 3D walkthrough of platforms and inflatable body armour.
We are also being asked to support the HQ in their transformation into a more intelligent customer, getting involved in the requirements that are managed by the delivery partners, DE&S, DIO and ISS. Providing commercial advice to the Command and supporting the Navy's internal approval process.
Your New Role
We require flexible and innovative staff to meet the challenges ahead as well as managing essential legacy work. You will need to be proactive and ready to take on the scope of work covered by Navy Commercial including:
* Pre-Sourcing activity to shape and steer the procurement of goods and/or services in the early stages of procurement
* Sourcing goods and services to meet the Command's requirements
* Contract Management of existing contracts to ensure service delivery and value for money
* Income Generation activities to support the Command's ambitions
* Major Project Delivery, working in an integrated project team to deliver the most complex requirements
* Raise Commercial Awareness within NCHQ and Provide advice and guidance to non-commercial staff on policy, procedures and the law
The varied contract support provided covers the geographical footprint of the RN's establishments within the UK and, occasionally, the Royal Navy's global theatre of operations. The work supports a range of Requirements from less complex up to Major £1bn plus Projects, all essential to support the Naval Service.
What you will need to succeed:
The post holders will support their respective line managers in all the necessary commercial activity to enable best Value for Money solutions to be realised within their commercial licence and delegation. The posts are challenging, require pro-active and innovative thinking, good communications at all levels and grades within the civilian and military hierarchy and, an outward enthusiastic approach to reach the right conclusion.
Applicants must also have evidence of Chartered Institute of Procurement & Supply (CIPS) level 4/or equivalent, or a willingness to work towards this by commencing study within one year of appointment.
