The Senior Procurement Manager will have day-to-day operational responsibility for the delivery of an expenditure control programme aimed at providing genuine cost improvements across nfluencable non-pay expenditure. This will include identifying and generating financial savings for the Trust through focused contract negotiation around all goods and services.
Report against established and defined Key Performance Indicators (KPIs) to measure the progress and success of the procurement programme, relating specifically to the post holders area of responsibility, identifying and implementing remedies for those areas falling short of pre-established targets.
Undertake the negotiation of contracts where there may be complex choices requiring full analysis of options and the need to engage with end users to ensure their full support of recommendations.
Following contract award ensure contract coverage is as wide as possible to ensure maximum uptake / compliance along with standardisation to minimise price variation.
Conduct regular contract review meetings with suppliers and key stake holders to ensure the contract is performing as expected and that any concerns are communicated in a timely manner ensuring the avoidance of service disruption.
Facilitate and manage procurement processes, tendering, negotiation, contract award and on-going contract management. Co-ordination and management of agreements to ensure that service levels and price competitiveness is maintained or enhanced.
Liaise with senior procurement staff on specific purchasing projects ensuring that the remit of each project is delivered on time and is compliant.
Be able to demonstrate that all current and potential influencable non-pay spend covered by your team is managed via compliant contracts and frameworks.
Support the Deputy Head of Procurement in the management of a complex and varied contracts portfolio
To be successful in this Senior Procurement Manager role you will be able to demonstrate the following:
Minimum three years experience working at a senior purchasing level.
Demonstrable achievements in a purchasing and supply environment.
Experience in the letting and managing of complex contracts for a wide and varied portfolio with contracts in excess of £1m.
Experience of detailed analysis of data relating to the review of product use, costs and savings.
Educated to degree level or equivalent.
Full membership of the Chartered Institute of Purchasing and Supply (CIPS) or equivalent, relevant experience.
Be able to provide procurement awareness training to members of Staff from other departments. Good presentation skills.
An understanding of European Legislation associated with competitive tendering and contract awards.
Experience of working under pressure to strict deadlines, prioritising own workload, and that of others.
