Warrington & Halton Hospitals NHS Foundation Trust provides high quality, safe healthcare for over 500,000 people across Warrington, Runcorn, Widnes and the surrounding areas. The trust has over 4,000 staff across two hospitals and they also provide orthopaedic services at the Cheshire and Merseyside Treatment Centre building on the Halton General campus.

The Senior Procurement Manager will have day-to-day operational responsibility for the delivery of an expenditure control programme aimed at providing genuine cost improvements across all levels of Trust influencable non-pay expenditure. This will include identifying and generating financial savings for the Trust.
Report against established and defined Key Performance Indicators (KPIs) to measure the progress and success of the procurement programme, relating specifically to the post holders area of responsibility, identifying and implementing remedies for those areas falling short of pre-established targets.
Accountability for contracts where there may be complex choices requiring full analysis of options and the need to engage with end users to ensure their full support of recommendations
Following contract award ensure contract coverage is as wide as possible across the Trust to ensure maximum uptake / compliance along with standardisation to minimise price variation.
Conduct regular contract review meetings with suppliers and key stake holders to ensure the contract is performing as expected and that any concerns are communicated in a timely manner ensuring the avoidance of service disruption.
Facilitate and manage procurement processes, tendering, negotiation, contract award and on-going contract management. Co-ordination and management of agreements to ensure that service levels and price competitiveness is maintained or enhanced.
Liaise with procurement colleagues including the Associate Director of Procurement and the Deputy Head of Procurement on specific purchasing projects ensuring that the remit of each project is delivered on time and is compliant.
Be able to demonstrate that all current and potential Trust influencable non-pay spend within your remit is managed via compliant contracts and frameworks.

Develop and maintain a network of appropriate internal and external contacts and partners to assist in the delivery of Trust services, works and contracts.
Provide advice on all procurement related issues to all levels of staff and discuss detailed contractual issues on a wide and varied portfolio with Trust staff and suppliers to ensure that contractual terms and obligations are fully understood and that both financial and supply risks are minimised.
Support in the development of a training programme to be delivered throughout the Trust in relation to procurement and how this supports delivery of Trust objectives.
To be successful in this Senior Procurement Manager role you will be able to demonstrate the following:
Demonstrable experience working at a senior level in a procurement environment
Experience in the letting and managing of complex contracts for a wide and varied portfolio with contracts in excess of £1m.
Experience of detailed analysis of data relating to the review of product use, costs and savings.
Educated to degree level or equivalent experience
Full membership of the Chartered Institute of Purchasing and Supply (CIPS) or equivalent, relevant experience.
Be able to provide procurement awareness training to members of Staff from other departments. Good presentation skills.
An understanding of European Legislation associated with competitive tendering and contract awards.
